There are not many organized activities for such small children in Tromsø, but for your daughter there may be some available places left at the Tromsø Kulturskoles program for music and babies. I know there are waitinglists for a lot of the other activities, and many organisations doesn't accept children younger than 4 years old. It's an open kindergarden where parents and children can meet during daytime. You will learn that in norway the stay-at-home-mum is pretty rare, so you will need to find other parents to socialize with during daytime, otherwise you will feel isolated and lonely pretty soon I think.
